It outlines the relationship between states and the federal government, sets procedures for amendments and ratification, and affirms the Constitution as the supreme law of the land. The first ten amendments—the Bill of Rights—and subsequent amendments protect individual liberties, define citizenship, expand voting rights, and refine governmental processes.
